Leh 31 March 2026 District-Level Committees Constituted for Enforcement of COTPA Act, 2003 and Protection of Minors
The Office of the District Magistrate, Leh, has issued an order for the constitution of district-level enforcement committees to ensure strict implementation of the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003 (COTPA Act, 2003), along with a complete prohibition on the sale of alcohol and tobacco products to minors.
The decision follows observations that provisions of the COTPA Act are not being strictly enforced in the district. Additionally, concerns were raised during a recent NCORD meeting regarding the alleged sale of alcohol to minors. In view of safeguarding public health and ensuring a safe environment, especially for the youth, the administration has taken this proactive step.
Three dedicated enforcement teams comprising officials from the Medical Department, Excise Department, and Police have been constituted. These teams will conduct regular inspections, monitor compliance, and take strict action against violators. Police personnel, led by Sub-Inspector rank officers, will support enforcement efforts on the ground.
The initiative aims to curb smoking in public places, prevent illegal sale of tobacco and alcohol to minors, and strengthen awareness about health risks associated with substance use.
The District Administration, Leh, has appealed to the general public, shopkeepers, and stakeholders to cooperate with the enforcement teams and strictly adhere to the provisions of the law. Any violation will invite strict legal action as per the relevant laws.
