GAD Issues Notification on Revision of Educational Qualification Criteria in Ladakh

Leh, March 20, 2026:The General Administration Department (GAD), Union Territory of Ladakh, has issued a significant notification regarding amendments to the (Subordinate) Service Recruitment Rules across various departments.

As per the notification (S.O. 165), the Administration has approved the removal of the maximum educational qualification requirement for direct recruitment posts where such provisions previously existed. This step has been taken under the powers conferred by the proviso to Article 309 of the Constitution of India.

The revised rules, titled “Union Territory of Ladakh (Removal of Maximum Educational Qualification Requirement in (Subordinate) Service Recruitment) Rules, 2026,” will come into effect from the date of their publication in the Official Gazette.Under the amended provisions, any criteria specifying both minimum and maximum educational qualifications (such as “Minimum 10th pass and Maximum 10+2” or similar conditions) have now been replaced.

The updated eligibility requirement will simply be:“Matriculation / Std. X pass from a recognized Board of Secondary Education or equivalent.”This reform aims to broaden employment opportunities and ensure a more inclusive recruitment process by removing upper limits on educational qualifications.

The notification shall apply to all relevant posts across departments where such provisions were previously in place, as detailed in the Schedule of the rules.The order has been issued by the Administration of the Union Territory of Ladakh in the name of the Hon’ble Lieutenant Governor.
