Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have reached an in-principle understanding with the Government of India regarding the restoration of democracy and constitutional safeguards for Ladakh. The development marks a significant step towards addressing the long-standing aspirations of the people of Ladakh for inclusive and sustainable governance.
During the meeting held with representatives of the Ministry of Home Affairs (MHA), both LAB and KDA strongly reiterated the demand for constitutional safeguards, restoration of democratic rights, and protections on the lines of Articles 371 A, F, and G, as applicable in states like Nagaland, Sikkim, and Mizoram.The discussions also focused on the future administrative and political framework of Ladakh. According to the understanding reached, legislative, executive, and financial powers are proposed to rest with elected representatives through a Union Territory-level legislative body.
It was also proposed that all bureaucratic administration, including the office of the Chief Secretary, would function under the executive authority of the elected UT-level government.The Ministry of Home Affairs explained that Ladakh’s present revenue limitations are the primary reason statehood cannot be granted immediately. However, the proposed framework is expected to pave the way for full statehood in the future once the required financial criteria are achieved.
Both LAB and KDA described the discussions as constructive and positive, expressing hope that further consultations with constitutional and legal experts will help finalize the operational framework for Ladakh’s governance.The development is being seen as a major milestone in the ongoing dialogue between Ladakh’s representatives and the Government of India regarding the region’s political future.
