Leh, March 31:
The Transport Department, Union Territory of Ladakh, has issued a circular imposing a strict ban on the use of tobacco and intoxicants in all public and government vehicles to strengthen road safety, public health, and hygiene standards.
As per Circular No. 01-Trans(UTL) of 2026, the use of tobacco products including smoking and smokeless forms as well as consumption of alcohol, drugs, and other intoxicants has been strictly prohibited for drivers, conductors, and passengers in public transport and official vehicles.
The department stated that such practices adversely affect safe driving, pose serious risks to passengers, and create unhygienic conditions. Violations will attract penalties under relevant provisions of the Cigarettes and Other Tobacco Products Act (COTPA), Motor Vehicles Act, and other applicable laws.
The circular directs vehicle owners, permit holders, and operators to ensure strict compliance by drivers and conductors, prominently display “No Smoking/No Tobacco/No Alcohol/No Drugs” signage inside vehicles, and create awareness among staff and passengers.
Enforcement agencies, including Traffic Police and officials of the Transport Department, have been tasked with conducting regular inspections, detecting violations, and taking strict legal action against offenders.
